Part of the TOCA Repair Kit for Smart Targets.  There is a top panel and a rear panel for each Smart Target.  Check the diagram to be sure that you are purchasing the correct panel.  The top panel will include 2x short ratchet clips and 2x long ratchet clips for replacement.
